That is the brokerage preventing you from buying. There used to be a chill but it has been cleaned up based on the official listing.

Still not everyone can clear a .001 stock, only certain brokerage will do it unless you have a relationship with the brokerage.

The stock was on the DTC list during that last p&d 18 months ago or so. I think it was still in effect a year ago this time when I was buying my shares.
