The whole purpose of the penalty was to fund the ACA since people who are healthy refused to sign up for health insurance.
You can't have your cake and eat it too.
Good luck waiting for single payor. Though I agree that should be the ultimate goal the insurance companies and GOP will fight to the death to prevent it.
