maybe sandy is allowing the MM's to short the common with the agreement that they will have to cover their short on the difference in the preferreds (4.3 billion) caused by the short on common before the dividend. this way we all get the right preferreds so we can start trading, otherwise there wouldn't be enough preferreds to distribute.
