so the export license allows him to export lumber from anywhere in teh world?

what are the legal constraints and allowances of their export license? I had assumed it was relegated to canada somehow.

Greenie: Definitely understand the broker flow, but don't understand what a Canadian export license has to do with deals Petar lands between Poland/Liberia and Dubai. Do they need the Canandian license to do deals between other countries? In the Poland case, I would think they need a Polish export license. Just trying to understand the true value of the Canandian export license. Thanks.

Not for purpose of argument, but the only observation I have about your scenario is that Sulja Bros holds a Canadian softwoods export license, which would come into play only for the purpose of exporting softwoods lumber out of Canada, not cement from Poland or lumber from Liberia to the UAE or elsewhere. I would expect that the export issues from those countries would be handled through an customshouse broker type operation on a case by case basis, depending on export regulations of each particular country.
