MM's do business by 'borrowing' stocks to meet orders. They try to close out by the end of each day. MM's aren't traders, they are brokers. They don't actually 'buy' stock to fill orders.

Most brokerages won't let you short a stock that's below $1...but they vary in their rules. Only an idiot would even think of shorting sub penny stocks with the need to put up $2.50 per share in reserve margin. That protects the brokerages, and helps people understand that putting up $25K to make, maybe, $100 is a poor idea. Even worse if you don't actually know which way to share price is going to swing.

It isn't simply that they are OTC stocks - there are two tiers of OCT above pink sheets, and one below it. (Caveat Emptor)
The OTCPink market is the bottom-tier marketplace. Companies in this tier are the riskiest as deemed by OTC Markets. The companies are broken up into three categories: Pink Current Information, Pink Limited Information, and Pink No Information. The divisions are pretty self-explanatory, each based on the availability of the company’s financial information.
Higher tier OTC stocks can have share prices much higher than the minimum for the tier. It is not unusual for an OTC stock price to be over $30...

Onci! Finra has a list to download.

“FINRA Rule 4560 requires FINRA member firms to report their short positions in all over-the- counter (“OTC”) equity securities to FINRA”.

Market makers short and if price goes up they short even more from the spread-accumulation. A simple google search for available securities (product-financed securities) reflects if broker allows.

Brokers with their algoritims do not always act as wholesellers or match makers when price is wrong.
