Uplist imo doesn't necessarily "add" value but it will add buyers of the stock as the uplist makes the stock more credible to many potential investors. L2 is also free on OTC post uplist so volatility goes down a bit and trading patterns become more predictable. So it doesn't add fundamental value it adds intrinsic value that is difficult to assign a $ to. It is a positive though no doubt.
