If JPM "found 30B in the rubble'. Doesn't this mean we are due AT LEAST this much?

This was discussed and argued many times in the past (years ago).

The offer was based on a 1% percent deposit (188 billion), and was shown numerous times to be an industry standard often used. You can also view it as a "preliminary payment".

I can look later today, to see if I have any saved docs detailing this, but since it goes back years ago, I doubt it.
