Thats true, they can't transfer them until they (TDA) have actually located all the shares and then post them to each individual shareholders account that is entitled to them.
But what I would do rather than taking pocession of the certs once they get their act together would be to inform them that you do not want the physical certs mailed to you. Tell them to just leave them in your account and then let Scottrade transfer them to your new account. That will be the quickest way to get them in an active account. It's also the safest. It is a royal pain in the ass if certs are lost or destroyed, etc. etc. The process to get new ones issued would be a lengthy one.
I think that the least TDA owes you guys is to honor your request to not mail them and cooperate with Scottrade in the transfer of shares to your new account.
I think your wasting your time with Scottrade because they charge a percentage of every share you trade. I would look for another broker also with better level 2 on the pink sheets. I use Ameritrade and they may not be the best for level 2. Also if they send me my certs then I will also look for another broker but just for the certs. I have moved stocks from Etrade to Ameritrade u do not what to do that it ties up the stock for at least 10 weeks do not beleive the 4 weeks thats b/s. And they usually screw things up like not transfer all the stocks its a nightmare and one I will not go through again. I will sell all the stock and then transfer the money into another account and then buy the shares back. And also just for tax purposes alone the transactions are better organized when you trade with one firm. Tax records were a nightmare trying to figure out when u do transfers. You will be better off waiting to see what happens after all these shares do not even have a value yet. I am going to hold my 270 Billion shares I think down the road something might happen with these shares but not right now.
