Nice Brady! Mark Radom - GCAN's new Legal Counsel only spoke and Emailed me as a shareholder that also who contacted him first with questions I received from my broker and only by my Real name too!
He was very helpful Sharing his Knowledge and Experience With Myself and my Broker who at first seemed to be confused on the 144 rule and how the S1 registration amended it. Until Mark Made it Clear to my Broker how rule 144 no longer applied to GCAN. At That point My Broker started the process of getting my Cert's cleared for me to trade.

Assuming by the answer Mark gave you, He has no Control over the fees a broker charges for the paper work to process your Certificate and my advice after listen to many here with TD-ATurd, Would be to transfer your shares or whole account over to E-Trade.
Fekets10 did this or is in the process and she might be of some assistance.
Charles Schwab only Charged me $80 to Process all the paper work to process my GCAN Stock Certificate it took about 2 months
there where 4 forms to fill out and sign and send back to the broker which then processed them thru the DTCC which processed them to the Transfer Agent which cleared them and then process the new Unrestricted Certificate back to the DTCC Which then Process them Back to the Broker at which time they became Tradable.

After a long week Etrade declined my transfer of GCAN after they showed up in my Etrade account for two days. I wasn't able to trade them as they stated I would. They mysteriously ended back in my Ameritrade account without any notice.
Ameritrade shared today that I must have the $655 cash in my account to start the process of restricting the shares and it could take up to three weeks. You can sell a security and use the money right away without waiting for settlement. Ameritrade shared that all of the GCAN shares is sent to them in a bulk certificate.
Also, VERY IMPORTANT to know; to unrestrict the shares you must put in an order to sell the shares at a defined price and then once sold the process of unrestricting the shares will occur and the money will be reserved in your account.
If you don't sell all your shares at once then you will have to pay the $655 for each trade to unrestrict the remaining shares.

It sucks and is a gamble of when to start the process. I wish that GCAN would take the steps to unrestrict on their end which is what Ameritrade claimed they could do.
