What if there were only two claims, one for a million and the other for 2 dollars. Which 50 percent of the claims would you rather pay out, 2 dollars or a million?

Do you mean pay 35 percent of the allowed claims?

Or do you mean give all the allowed claims 35 cents on the dollar?

If you have 100 allowed claims and your paying 35 cents on the dollar to all 100 of them.
