Manafort is still guilty, still in jail and Mueller has nothing to do with the referrals he has made to the SDNY. He did however see that a possible crime might have been committed and made the referral.
As usual the twit and Rooster want to deflect that Manafort has agreed to cooperate with Mueller to save his sorry ass.
