As horrible as gang violence is, it is largely between combatants and is criminal as opposed to political. (It's also barely a blip in the daily carnage.) Kids taking up arms against each other are something of a different situation than someone bombing the Olympics, or an abortion clinic... The war waged against abortion providers is terrorism... The danger posed by the mob at Cliven Bundy's ranch is a domestic threat. The white supremacist mob that descended on Charlottesville is a domestic threat.
