You are talking about what happened during Obama administration. Previous Obama administration used GSE piggy bank for welfare programs and bankrupted them. Obama legacy is full of ignoring/violating rule of laws, keeping public in dark, and focusing on guiled messaging with intent to mislead (Please Read Phoenix Speech).
In the current state of almost $3B networth, FnF are more of grave concern than anything else. If one looks at how much money FnF have given as dividend during Trump administration it is not much since 3/31/2017 (FMCC:$11B, FNMA:$1B).
