yes....but if your neighbor is on a municipal system and you aren't, you're paying for your water and probably subsidizing his because his water rate is too low. He's quite happy to pay the artificially low rate and receive the subsidy (from you) to make up the difference. Hopefully you'll never find out what the additional amount of tax you pay to cover that subsidy, because (like the restaurant customer who found out he's being charged for water served) you'd be mad as hell....
