That's not an accurate statement. If it were, the government would have paid for my artesian well and recent pump replacement. Although I am taxed to maintain the town water supply that 40% of the town residents enjoy. Many rural towns have a mix of public/private water sources and the private individuals pay for their supply and generally have to pay taxes to support the residents on the public system.
I doubt the town administrator would reimburse me for the cost of my well.
