They only released a letter of intent - In other words they are working on a proposal which is the next step. For example - I intend to buy a car, At the dealership I work on the price of the car (Proposal). Next, I agree to the price and sign the paperwork and they detail the car (Pending). Lastly, I pick up the car and the deal is done.
Fagi news states they are entering a non-binding letter of intent to acquire IBC - This is only step one. The SIPC only gets notification when the proposal has been made.
