Sorry, but I'm not sure I understand your question.
It says that the request for the Dec 2018 extension is for the custom spidersilk (the 2nd deliverable) and not for the shootpacks (the 1st deliverable).
The shootpacks were originally due to the Army in Apr 2017. They missed the deadline and then the date was extended to Dec 2017. I don't know of any other extensions that was ever requested or provided for the shootpacks past that date. So the shootpacks are extremely overdue.
