Worthless drivel unless I'm missing something. What part are you pinning your hopes on? Roving wiretaps? That's not what he referred to in his speech in case that's what you're thinking. And even if you were allowed that handicap, he still lied since he was speaking to a civilian audience who can't reasonably be expected to know the difference between one wiretap and another and was therefore intentionally deceived. Intentionally deceiving = lying.
