Companies do not file a Form 10 to go to the OTC. They file to be registered with the SEC. In reality the OTCQB means diddly squat.

If these suspended companies clear up the addressed issues, maybe they can come back. The companies surely have the resources to get their ducks in a row - considering the time and effort they took to get listed by r/m.
