The DOE report is from 2015, and states "Such strategies have been estimated to be capable of achieving ~18% solar-to-hydrogen conversion efficiencies."
Estimated; this means they have not been demonstrated.
They do not mention HYSR.
I do not ever remember seeing HYSR give their efficiency number.
The quantity of bubbles shown in the demo is meager at best. I cannot see that supplying enough hydrogen to power any vehicle.
