It should be very simple for Congress to pass a bipartisan piece of legislation curing the ills we are experiencing under the existing laws.

Ummmm.....there is no existing law to cure. Could you cite it for us? But just for the sake of being proactive, Dianne Feinstein has proposed the Keep Families together Act.
