If by R/S you mean reverse split, you are wrong. It should NOT be illegal. In many cases reverse splits buy the company time while a deal or contract that would benefit the company is forthcoming. A reverse split is a part of the process -- just like a forward split is, or shorting is. None should be illegal, just more understood by investor.
