There is no such thing as Phase 3 or 4. She may be meaning they have completed the "Demonstration and Inspection Phase" and are awaiting the "Certification Phase".

It's worth noting that the last 141 was revoked years ago, but that has still not stopped Donnell from saying they have been 141 certified all along. So the fact she declares they are about to get one can be taken as her own admission that she hasn't been telling thetruth...
