Just called Etrade ,he called the stock being on a hard stop list whatever that means,he also said It might be to protect a customer I asked the company or a Etrade cutomer he wouldnt get into details,he just kept telling me If I need to place atrade just call and they will do it for the online price.Its bs they wont give out more info.
