I called a close friend in TDA senior management, and he told me that stopping internet purchases usually happens when MM's worry that shares available for trading become inadaquate for various reasons, and they believe a substantial price change in demand could occur forcing them to create an unstable market. If they do not have adaquate shares currently accumulated to assure a market, the speed of internet trading can create large gaps in prices and significant losses for their clients that are short due to the inability to fill their orders to cover. He said when MM's are involved in short positions this situation can be magnified.
