Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days before the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the national emergency declared in Executive Order 13694 of April 1, 2015, as amended by Executive Order 13757 of December 28, 2016, is to continue in effect beyond April 1, 2018.
Significant malicious cyber-enabled activities originating from or directed by persons located, in whole or in substantial part, outside the United States continue to pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States. Therefore, I have determined that it is necessary to continue the national emergency declared in Executive Order 13694, as amended by Executive Order 13757, with respect to significant malicious cyber-enabled activities.

On April 1, 2015, by Executive Order 13694, the President declared a national emergency pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706) to deal with the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States constituted by the increasing prevalence and severity of malicious cyber-enabled activities originating from, or directed by persons located, in whole or in substantial part, outside the United States. On December 28, 2016, the President issued Executive Order 13757 to take additional steps to address the national emergency declared in Executive Order 13694.
These significant malicious cyber-enabled activities continue to pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States. For this reason, the national emergency declared on April 1, 2015, must continue in effect beyond April 1, 2018. Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency declared in Executive Order 13694, as amended by Executive Order 13757.
This notice shall be published in the Federal Register and transmitted to the Congress.

Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency declared in Executive Order 13664.

Presidential Memorandum for the Secretary of State and the Secretary of Homeland Security

Since March 1991, certain Liberian nationals and persons without nationality who last habitually resided in Liberia (collectively, “Liberians”) have been eligible for either Temporary Protected Status (TPS) or Deferred Enforced Departure (DED), allowing them to remain in the United States when they would otherwise be removable. In 1999, President Clinton first authorized DED for Liberians, for a 1-year period, after a civil war had recently ended. At the end of that year, President Clinton found that the political and economic conditions in Liberia remained fragile and he reauthorized DED for Liberians. President Bush and President Obama repeatedly extended DED for Liberians. Most recently, in 2016, President Obama extended DED for Liberians for 18 months. That grant expires by its own terms on March 31, 2018.
Through consultation with appropriate executive departments and agencies and my advisors, I have been informed that conditions in Liberia have improved. Liberia is no longer experiencing armed conflict and has made significant progress in restoring stability and democratic governance. Liberia has also concluded reconstruction from prior conflicts, which has contributed significantly to an environment that is able to handle adequately the return of its nationals. The 2014 outbreak of Ebola Virus Disease caused a tragic loss of life and economic damage to the country, but Liberia has made tremendous progress in its ability to diagnose and contain future outbreaks of the disease.
Accordingly, I find that conditions in Liberia no longer warrant a further extension of DED, but that the foreign policy interests of the United States warrant affording an orderly transition (“wind-down”) period to Liberian DED beneficiaries. In consultation with my advisors, I have concluded that a 12-month wind-down period is appropriate in order to provide Liberia’s government with time to reintegrate its returning citizens and to allow DED beneficiaries who are not eligible for other forms of immigration relief to make necessary arrangements and to depart the United States.
Pursuant to my constitutional authority to conduct the foreign relations of the United States, I hereby direct the Secretary of Homeland Security to take appropriate measures to accomplish the following:
(1) The termination of DED for all Liberian beneficiaries effective March 31, 2019;
(2) A 12-month wind-down period, beginning on March 31, 2018, during which current Liberian DED beneficiaries who satisfy the description below may remain in the United States; and
(3) As part of that wind-down, continued authorization for employment for 12 months, from March 31, 2018, for current Liberian DED beneficiaries who satisfy the description below.
The 12-month wind-down period and 12-month continued authorization for employment shall apply to any current Liberian DED beneficiary who has continuously resided in the United States since October 1, 2002, but shall not apply to Liberians in the following categories:
(1) Individuals who are ineligible for TPS for reasons set forth in section 244(c)(2)(B) of the Immigration and Nationality Act (8 U.S.C. 1254a(c)(2)(B));
(2) Individuals whose removal the Secretary of Homeland Security determines to be in the interest of the United States;
(3) Individuals whose presence or activities in the United States the Secretary of State has reasonable grounds to believe would have potentially serious adverse foreign policy consequences for the United States;
(4) Individuals who have voluntarily returned to Liberia or their country of last habitual residence outside the United States;
(5) Individuals who were deported, excluded, or removed before the date of this memorandum; or

They still look beautiful, but coral reefs are dying at staggering rates — experts project that 90 percent of the world's reefs will be gone by 2050. But a growing group of scientists around the world are searching for innovative solutions to make sure that doesn't happen.
Coral reefs are among the earth’s most precious natural resources. They harbor a million species and provide food for 500 million people around the world. But warming waters, pollution and overfishing have badly damaged these precious ecosystems; roughly 50 percent of the world’s corals have been lost in just the last 30 years.
“The rates of change in our environment are far outpacing the intrinsic capacity of coral reefs to survive.” said Dr. Ruth Gates, the Director of the Hawaii Institute of Marine Biology, where she is pioneering research that could help corals survive. “If we don’t mitigate at all, coral reefs will not be the things we’re worrying about, it will be the survival of our species.”
Dr. Gates is just one of the scientists devising innovative ways to take coral reef restoration into their own hands. Her lab has started to breed and distribute, "super coral" — the strongest breeds of coral that can thrive in warmer environments.
And in Curaçao, a small coral rich island in the Caribbean Sea, a team of scientists are finalizing a technology that could distribute fertilized coral eggs across the ocean, repopulating reefs worldwide.

Rarely in my lifetime have I seen the type of civic engagement schoolchildren and their supporters demonstrated in Washington and other major cities throughout the country this past Saturday. These demonstrations demand our respect. They reveal the broad public support for legislation to minimize the risk of mass killings of schoolchildren and others in our society.
That support is a clear sign to lawmakers to enact legislation prohibiting civilian ownership of semiautomatic weapons, increasing the minimum age to buy a gun from 18 to 21 years old, and establishing more comprehensive background checks on all purchasers of firearms. But the demonstrators should seek more effective and more lasting reform. They should demand a repeal of the Second Amendment.
Louisiana will not charge two white police officers who in 2016 fatally shot Alton Sterling, one of series of black men slain by police that sparked protests across the United States, because evidence showed their actions were justified, a state official said on Tuesday.
Sterling’s death in Baton Rouge helped fuel the Black Lives Matter movement and inflamed a national debate over racial bias in U.S. policing.

Cambridge Analytica-linked company used hacked data in 'privatized colonizing operation': whistleblower A company linked to controversial consulting firm Cambridge Analytica used hacked personal information for a “privatized colonizing operation” in developing countries such as Nigeria, according to a whistleblower. Christopher Wylie, a former research director for the company who blew the lid off of its use of Facebook data earlier this month, testified before a committee of British Parliament on Tuesday, and exposed more bombshell claims about what his former employer did around the world. Cambridge Analytica, which had the data for 50 million Facebook users, was led in part by Steve Bannon and worked for the Trump campaign's digital operation. Another company under the umbrella of SCL Group worked for the Vote Leave campaign before the UK's Brexit vote. Wylie said the Canadian-based company that worked on Brexit, AggregateIQ, was a “franchise” of SCL and built the software that Cambridge Analytica and others used for its election operations. He said Tuesday it had previously been involved in Nigerian elections, and had an Israeli company called Black Cube hack private health data from current Nigerian President Muhammadu Buhari. Black Cube said in a statement to the Daily News that it "always operated within the boundaries of the law in every jurisdiction it operates" and that Wylie's assertion is a "flagrant lie" perhaps worthy of a defamation suit. Trump wants to change the census. But this undercuts his case. As had been widely feared, the Trump administration will try to add a question about citizenship to the 2020 Census. The decision was announced last night in a memo from the Commerce Department, and it immediately triggered widespread criticism from civil rights advocates and Democrats who fear that it will result in an undercounting of key groups — which, in turn, could shift political representation, power and federal dollars away from states with large immigrant populations. Here’s something that badly undermines the Trump administration’s defense of the move: a letter from former directors of the U.S. Census Bureau, under both Republican and Democratic administrations, which argues that adding the question now would be “highly risky,” could have “unexpected” consequences and will “considerably increase the risks” of an inaccurate count. Interestingly, one former Census Bureau official who is cited by the administration in its defense of the move is actually a signatory to the letter criticizing it. The move comes in response to a request from Attorney General Jeff Sessions’s Justice Department. In keeping with that, the memo from Commerce Secretary Wilbur Ross justifying the change tries to portray it as a means of better enforcing the Voting Rights Act, by improving data on who is eligible to vote. Whether or not Sessions actually wants to improve enforcement of the Voting Rights Act, this rationale alone does not address the problem raised by critics, which is that adding a citizenship question could depress the response rate from undocumented immigrants, resulting in an undercount in high immigrant areas. As they have pointed out, all people residing in the United States — whether citizens or not — must be counted in the census for purposes involving congressional representation and the distribution of federal money. Such undercounts could result in a shift of power and money to rural areas, and states such as California have already launched lawsuits. The memo by Ross acknowledges that such undercounting could pose a potential problem. But Ross argues that he made an extensive good-faith effort to determine whether this would happen. Importantly, though, Ross repeatedly says in the memo that he could not determine that this would not happen, noting that making this determination is “challenging.” But this is exactly the problem, according to former U.S. Census Bureau chiefs. In the letter, which they sent to Ross in January, they stated: "We strongly believe that adding an untested question on citizenship status at this late point in the decennial planning process would put the accuracy of the enumeration and success of the census in all communities at grave risk. … planning a decennial census is an enormous challenge. Preparations for a census are complex, with each component related to and built upon previous research and tests. … It is highly risky to ask untested questions in the context of the complete 2020 Census design. There is a great deal of evidence that even small changes in survey question order, wording, and instructions can have significant, and often unexpected, consequences for the rate, quality, and truthfulness of response. The effect of adding a citizenship question to the 2020 Census on data quality and census accuracy, therefore, is completely unknown. … we believe that adding a citizenship question to the 2020 Census will considerably increase the risks to the 2020 enumeration." Instead of fast-tracking this now for the 2020 Census, they instead urge a multi-year testing process to determine the impact of the question on population counts. The letter was provided to me by one of its organizers, former congressional aide and census expert Terri Ann Lowenthal. In the memo justifying the new policy, Ross notes that the “former director of the Census Bureau during the last decennial census” told him that no data exist to answer the question of whether an undercount would result, thus furthering his argument that determining this is “challenging.” That is a reference to Robert Groves, the Census Bureau director from 2009 to 2012. But Groves is a signatory to the letter denouncing the move, precisely on the grounds that not enough empirical work has been done to judge the impact of it. "Generally, the cubs have followed their mother for a year and a half," says Professor Jon Swenson from the Norwegian University of Life Sciences (NMBU). "Only rarely have we observed them to follow her for two and a half years." This has now changed. Today, more cubs stay with their mothers an additional year, as opposed to 15 to 20 years ago. On one island off the coast of Pembrokeshire, an endangered bird is making a comeback.
While the numbers of puffins in most parts of Europe are dwindling, the population on Skomer is booming.
Now scientists are trying to find out why they are doing so well, and if the island could be key to saving the colourful birds.
Researchers have attached tiny GPS tracking devices and cameras to the seabirds to find out where they go to get their food, how they catch it and exactly what they are eating.
"Some of them will go 75km (46 miles) and back again in a day," said Dr Annette Fayet.
"That is 150km in a day, for a little puffin, that's quite a lot."
Atlantic puffins had nearly vanished from the Maine coast until a young biologist defied conventional wisdom to lure them home

Impossibly cute, [aren't they ever] with pear-shaped bodies, beak and eye markings as bright as clown makeup and a wobbly, slapstick walk, Atlantic puffins were once a common sight along the Maine coast. But in the 19th and early 20th centuries people collected eggs from puffins and other seabirds for food, a practice memorialized in the names of Eastern Egg Rock and other islands off the coast of New England. Hunters shot the plump birds for meat and for feathers to fill pillows and adorn women’s hats. From This Story
By 1901, only a single pair of Atlantic puffins was known to nest in the United States—on Matinicus Rock, a barren island 20 miles from the Maine coast. Wildlife enthusiasts paid the lighthouse keeper to protect the two birds from hunters.
Things began to change in 1918, when the Migratory Bird Treaty Act
banned the killing of many wild birds in the United States. Slowly, puffins returned to Matinicus Rock.
But not to the rest of Maine. Islands that puffins had once inhabited had become enemy territory, occupied by colonies of large, aggressive, predatory gulls that thrived on the debris generated by a growing human population. Though puffins endured elsewhere in their historic range—the North Atlantic coasts of Canada, Greenland, Iceland and Britain—by the 1960s the puffin was all but forgotten in Maine.
