I have found further information on the CLI clinical trial on the EU Clinical Trials Register. It is worth having a more detailed look at this.

There is a reference to the number of cells contained per ml ("20million cell/mL") under D.3.10.3. This suggests to me that 15ml of PLX-PAD would contain 300 million cells.
