I don’t think so either. Unless CGC operates their facilities as separate incorporated entities provincially (CGC being the umbrella) and “sells” the clones between subsidiaries. If it’s just a transfer there’s no import duties between provinces that I know of.
There is no tax for interprovincial trade. That was the explanation from the SCC on the beer trade. The wording stated that all trade from inter provinces shall be free... however, the SCC noted that the provinces still have the right to restrict quantity.
