Sure. What he cannot do is trade while in possession of material non-public information. I can't say to what degree he qualifies as an insider though. I don't know.
He can even get the bank he works for to issue a loan to the company or to TRW. But he can't be involved in the decision making process. Because he has a vested interest and the lack of objectivity could damage the bank.
