What does SEC need to approve? Didn't they file 15-12g and deregister from the SEC?

he used the term 95% completed, then auditors will check it and then submitted to SEC for approval.

Submitted to the SEC? LOL your CEO is a con artist. This has not filed with the SEC in over 7 years and is no longer a SEC registrant.
