its a ploy, company wants pps higher .. r/s at this level makes no sense to get back to nasdaq share requirement listing price .. insiders only hold 14%, vote will be NO, the last proxy statement is to vote to do another vote if this one does not occur which it will not ..

As a Delaware Corp they need 51% of the votes to get a RS approved. The board currently controls 14.3% of the votes.
