Not sure at all what rules you have in mind.

Once the shares are registered the owner can take up a quote from any market maker they want. The SEC isn’t about to end the otc. The news rumor is that they are about to put long overdue restrictions on the ability of companies like MaxD to raise money with toxic dilutive debt.
