Nope. Those numbers are short volume. Meaning those trades which were initiated by the MM in need of shares. In other words, the trades that were marked short. In nearly every instance, there was an instant (or almost so) closing long trade...which is not recorded. This is why short interest, in ALL cases, is always minimal compared to the daily short volume, which varies but can easily be way over 50% on any given day, for many OTC issuers.
Bottom line, there is minimal actual shorting of any kind i the OTC Market, by any entity, broker, MM, or individual trader, regardless of his domicile.
