That date has nothing to do with documents not being found in EDGAR. That is a requirement that companies MUST file using EDGAR after said date. I understand that paragraph completely.

So now, some reading comprehension starts.

There is no grey area here. The first sentence in BOLD clearly states that not all information is available on EDGAR.

Following the second sentence along with the third explain that during a 3 year period, companies were phased into the EDGAR system. Key word phased. Meaning that companies would gradually complete their filings, and submit via EDGAR. IE grace period.

So when dissecting the paragraph it is clear that:

- Not all documents filed by companies are available on EDGAR

&

- During a three year period companies were gradually brought to use the EDGAR system and after the date of May, 6th 1996. All public companies were required to file via EDGAR.
