I just got off the phone with etrade. I was informed that the shares hit accounts at Etrade on 2/16/17 so they would not be able to be released probably until 2/17. They knew nothing about a blanket release and were going to contact the transfer agent. The gentleman also said that he didn't know if the fee would have to be paid.
