That's exactly why CLF issued the convertible bonds, to raise cash for the DRI plant - don't see why the market would punish them for starting to actually spend it. Perhaps the announcement that they're closing their ASIO operations this year is part of it - although it lost money in Q4, it made a lot of money for the 2017 fiscal year.
