The o/s is the only thing that matters. Float is just a 'nicety', and can change with the secondhand of a clock. The o/s determines the company's overall value (marketcap)

1.2B x .02 = $24M market cap.

The question becomes:

What is a company with minimal revenues at the moment worth, if after a year, they can gross $10M?

Doesn't matter who is buying the oil, whether it is Shell, Exxon, or Uncle Ernie! They all pay the same. (Actually, Uncle Ernie might even pay a little more. Small guys always do).
