They could, and I wish they would. I've seen them allow corporate actions to companies in default in their home states. So I'm not entirely sure they do require it.
FINRA is going to want a company history whether they do business in America or not. You don't really think FINRA will accept Scutland Yard News or Yeni Bakis blurbs as information about the company do you?
I would be somewhat surprised if this gets a name symbol change before March. But, you never know.
