Because they dont have Capoli, Lemoine, Steve, Einstein, others out selling it.

No kid is going to voluntarily download a free DD app. No employee of a fleet will either.

Parents will make them because they bought it.

Employers will make them because they bought it, reduces risk, which saves money.
