It didn't need much upgrading since overall power consumption was only growing at 1% per year and majority of generation capacity was used locally. So now we are expecting to pay for grid upgrade to export power and air pollution from MidWest into Northeast.
One thing you can say about Christy Whitman, she wouldn't hang around DC to be whooping boy for envirnomentists after these rules were proposed recently which she doesn't agree with. She's done two years at EPA winning some sort of government pension and also, she didn't need any mental baggage during her full AUG month of vacation like any blue blood Republican like GWB requires.

I'm in need of an overview and details about how electricity pricing is done on transmission lines. You mention "neglect"; is it neglect or has regulation actively discouraged construction of new transmission lines? I've very subjectively thought that production and distribution are being deregulated, but that transmission has remained totally regulated at state and federal levels.
