It doesn't necessarily take being a "fibber" to be wrong. For example, someone trusted can tell you smething as "fact" that they have misunderstood or misinterpreted. That's why just saying "FACT" does not substantiate it being so, although it might actually be. Proof is necessary for others to substantiate the fact for themselves. Otherwise they will treat it as speculation.
