Normally it’s well below market value as the offering is to entice large companies to invest and in return get a discount on PPS. Every stock offering hurts the shareholders that currently hold unless you plan on holding LT and see the value in the offering with hopes that it all pays off in the end.
Don't want to give any false hopes, but at the top of the prospectus it says...
"The information in this preliminary prospectus supplement is not complete and may be changed. This preliminary prospectus supplement and the accompanying prospectus are not an offer to sell these securities and they are not soliciting an offer to buy these securities in any jurisdiction where the offer or sale is not permitted."
