Ask Brochstein, I’m just quoting him. If your question were serious (as I believe it’s not) one can only assume insider enrichment =

insider- a director or senior officer of a company, as well as any person or entity that beneficially owns more than 10% of a company's voting shares.

enrichment - the process of making someone wealthy

Therefore put together I guess he meant a director or senior officer of the company, as well as any person or entity that beneficially owns more than 10% of a company's voting shares utilizing their position to become wealthy.

Like I said you should ask Alan Brochstein the self proclaimed guru of Cannabis stocks. He’s the one who called out DP for it here- https://www.newcannabisventures.com/terra-tech-insiders-cash-out-as-cannabis-penny-stock-enrichment-scheme-unfolds/

and is holding it in his “model portfolio” as 10% of the portfolios positions calling for investors to add to the position today.

Or, and this is just a guess, Brochstein could be referring to the 19 form 4’s filed by insiders since August 21st. Including the ones filed by DP which net him approximately $800,000.00 - Like I said, I dunno, depends on what your definition of rich is. Of course between April 2017 and August 2017 there were another 27 form 4’s. Maybe that’s what he’s refering to. 46 form 4’s In 7 months with not one being an acquisition might be called “insider enrichment”. Like I said, I dunno, ask the “guru” Brochstein, I’m simply quoting him. Either way he must like it as it represents 10% of his model portfolio and growing. Or maybe he just likes the stock. Or maybe there’s another reason. Sounds to me (as per my original post) something’s amiss. Certainly worth asking the “guru” Cannabis stock advisor about. I could venture a guess. Hmmmnnnn touting a stock you don’t really like to the 100’s of people who follow your advice. What would influence a “guru” stock advisor to do that?
