From hearing both of your interpretations, I am curious: did the person make it sound like they were 100% confident that it would be approved? Or was it just more a neutral comment that is better interpreted as "if we get approval, it will happen in early 2018".

I could imagine mantoo123's translation also making since in a conversation where that person is simply enumerating the timeline of events (ie. approval by date X, manufacturing complete by date Y, etc).

So was the sentiment one of absolute confidence that it would get approved?
