What "new value"? There is no new value. On Monday, the stock will probably open where it closed on Friday, at $0.0006.
Does FINRA re-examine the value of the stock based on what was submitted to them financial wise?
No, not at all. Neither FINRA nor the SEC ever makes value judgments concerning issuers. If, for example, a company files a Form 10 or an S-1 to become an SEC registrant, the SEC Corp Fin people don't evaluate the soundness of the company's business plan, or its likelihood of success. They don't consider whether the company is or is not on shaky financial ground. Their job is to make sure all the necessary disclosures are made, and that they're made in the required form. They'll make the company amend its filings until that goal is achieved.
FINRA is similar. When processing a corporate action request, the staffers' aim is to see to it that the company provides them a thorough and complete corporate history. That's all. They cannot impose any form of enforcement action, any more than the SEC's Corp Fin attorneys and accountants can.
