The only important issue, and you correctly identified it, is WHO is short. If it is MMs or risk for brokers the SEC suspends the stock and causes it to not trade (like GVRP with a the float sold 130K times). When an investor makes a mistake the stock runs to the moon as brokers force a cover in conjunction with their MM friends.
