Here is my stab Art. You may want to read posts 9021 & 9022 as it looks like when they computed the short they treated 9/12 as pre RS so if you multiply the 4704 by 5000 you get a 23m short. When you do the math, it works out to the daily average the OTCBB site computed.
Don needs to PR the share structure and also reiterate the RS was done prior to market open.
