I'm not certain where your information is coming from...

WNR-Andeavor's El Paso refinery (a complete, 135,000bbl facility with an ADU/VDU, cracker, etc.) is one of three regional facilities that include the Alon Big Spring refinery, and the HollyFrontier Navajo unit in Artesia, NM.

This is public information, easily available on Andeavor, Alon, and the HollyFrontier web site.

All three are complete refineries, unlike MMEX's basic topping unit. All three have complete transportation facilities, including feedstock pipelines, product pipelines, rail, and truck terminals, unlike MMEX which will have marginal rail, and minimal truck racking.

All three have million-plus barrel tank batteries, unlike MMEX's incomplete and insufficient facilities.

Only close by Andeavor sites are Crude oil & refined product terminals. Not refineries.
