MMEX will never build anything, except for losses.
No legitimate investor, or investor syndicate would put a single cent into MMEX.
The S-1 and other filings read like a comic novel, unless you were one of the bag-holders in MMEX's cumulative $36-million in losses, in which case it is more like a tragedy, or horror novel.
No credible deal team would carry something like this to the table. MMEX (which remember, has its genesis in "Inkie Entertainment Group", as documented in their SEC filings) would be laughed out of any boardroom in the world.
So no CDU will ever be built, other than in the imaginative scheme, on paper created by MMEX.
