As of May 25, 2017 the licensing process changed.
"Application Process: Becoming a Licensed Producer of Cannabis for Medical Purposes"
Effective May 25, 2017, the application process for becoming a licensed producer of cannabis for medical purposes is as follows:
1. Intake and Initial Screening 2. Detailed Review and Initiation of Security Clearance Process 3. Issuance of Licence to Produce 4. Introductory Inspection (as cultivation begins) 5. Pre-Sales Inspection 6. Issuance of Licence to Sell
NOTE: THERE IS NO LONGER A "STAGE 7." The process has been reduced to 6 (six) stages. Each step of the process is fully described in the "Health Canada" link below. Also, as of May 25, 2017 Health Canada reports:
1665 applications received 265 have been refused 428 applications are in progress 69 have been withdrawn 858 were incomplete and have been returned

Licensed producers are required to meet the requirements of the Access to Cannabis for Medical Purposes Regulations (ACMPR) including, but not limited to:
Physical Security Measures Good Production Practices Packaging, Labelling and Shipping Requirements Import and Export permit, if applicable Security Clearance
